I have watched the increasingly rapid growth of this community dur- ing the past few years and the increasing alertness and civic consciousness of its people. , We are forging ahead because we want to, because we have “willed” that 'we WILL” orge ahead. . In the matter of city government perhaps the greatest need of this or i any other community of like or similar size is business efficiency in the mat- ter of public administration. I say this with not the slightest reflection upon‘ our local office holders, who are conscientious and scrupulous men, everyone of them, seeking to serve Norwalk to the very best of their ability. But all lodal governments have become overburdened with worn-out precedents, cus- toms and regulations. A clean, sweeping breeze which would rid not only us but many cities of these would be highly beneficial. breathe freely and allow their municipal corporations to expand at the same rate as the prosperous industrial units within their confines. One of the outstanding needs of this city is actual consolidation. This will come. It MUST come and When it does, We will have greater unity and strength 1n all departments of our local government and we will save money which can be spent for necessary improvements.
