' Why do I believe in Norwalk?
That is a simple and a Welcome question for me to answer.
Because I know from personal investigation that this city contains with-
in itself the possibilities of extraordinary growth and expansion.
I realize that taxes are high, but if the people want improvements in
schools, roads and parks, sewers and sewage disposal, they mustexpect to
pay for them and the only way they can pay' is through theirtaxes.
High taxes in themselves mean nothing, if the improvements'desired are
obtained, because increased property values m o r e than counterbalance the
higher tax rate.
By recalling what we have done in the past year, it will be the. more
easy to grasp what we can do in the future, if we all work and pull together
‘ for the‘best and highest interests of our city.
Last year we constructed three new'schools and built additions to others.
We have increased our Police and Fire Departments. In ‘fact, all of our de-
partments have been increased. We need a new method of garbage disposal
and we will get it. We need improvements at Calf Pasture Beach, growing
more popular each summer, and we will get these. We need new roads and
will build as many of them as possible with available funds.
. ‘ We must be patient. Rome was not built in a day. We hate many
. handicaps to overcome, but by a spirit of tolerance and high community pride
we willovercome them and soon we will find our city ranked with the finest
in the state.
