partment is a‘ department created
and supported by the people to look
after the health of the community.

from exposure to sickness.
A health department will be as
efficient and watchful as the people
insist that it shall be or allow it to
be.
The department and its work rep-
resent. the desire of the people to
avoid disease. to live useful lives. to
protect themselves. their children
and their families.
Disease is not a necessary evil
sent upon'us by s. chastening God.
but is, in many instances. caused by
living things we call germs which
we got by direct or indirect con-
tact with the sick or by improper
living condition. _
The health department is a re-
suit of our knowledge that disease
can be prevented and that the de-
gree of the community’s health de-
pends upon the desire of the citi-
zens to have health: their intelli-
gence. and the amount of effort
they are willing to make individual-
ly and through their-«municipality
to attain it.

A part of the work of every
health department is the enforce-
ment of laws and regulations which
the people have adopted for“ the
protection of the community's
health.
It is your duty as an intelligent
citizen to know what these laws and
regulations are.
You should also be able to com-
pare these laws and regulations
with those of other communities
that you may know whether your
city or state is doing as much as it
should to protect that which is of

As a citizen, your responsibility
for the public health means that you
should keep your premises clean.
that you should see to it that you
do not maintain collections of gar-
bage or refuse in which files may
breed.
.You should see that all sanitary
regulations are complied with and
then should supplement these efforts
with as many more as your knowl-
edge tells you will be useful. When.
ever any member of your household
contracts. a communicable disease
you should take such precautions as
will prevent its spread to others.
You should bear in mind that
every case of communicable disease
is contracted directly or indirectly
from some infected person and that
s. case in your family is probably
due to someone‘s neglect of his re-
sponsibility to the community. ~
Your own housonmd should not
become the cause of the further
spread of the disease. If the dis-
case is one that should be reported
to the health department you should
see that this report is made. and in
any case, if in doubt. you should
communicate with the health de-
partment for advice or instructions.

May I call the attention of your
readers to the new emphasis placed
on the Golden Rule as .a guiding
principle in international relations.

of nations in Stockholm. which ap-
pointed December 6 for internation-
day on behalf of the orphans of the
Near East? ‘ .
The Golden Rule is now recog-
nized as the most universal proposi-
tion for human conduct ever offered
for the attention of mankind.
In the whole circumference of
life. there is no point that it. falls to
touch. From every angle of experi-
ence it confronts conscience with a
commanding. law. For every ques-
tion of duty it has an imperative an-
swer. for every human relation a
flawless solution. If men and wom-
en would all observe it. evtry clash
and friction that sets up ill will
would disappear.
The Golden Rule teaches all citi-
heus to observe and preserve the su-
premacy of laws. government and
Justice. sincerely dedicated to com-
mon and equal rights for every class
of the people.
It teaches all statesmen to uphold
fair dealing. irreproachable honor
and the sympathies of unfailing hu-
man good will. alike in national and
in international politics.
It teaches all nations to seek and
find the way by which every peo-
ple's aspirations for life. liberty and
worthy development may be satis-
fied. without trenching on the rights
of neighbors or sowing seeds of en-
mity in the field of the world's
peace.
It teaches the prosperous and
happy everywhere to open hands of
bounty to the poor. the miserable.
deprived and hopeless throughout
the globe.
Surely no observance can have a
wider appeal or a greater potential
usefulness than Golden Rule Sunday
on December 6th.

ed that the outcome of the Brook-
hart-Stock contest for one of the
