STAMFORD. July 11.-—On July 4
Max Epstein of 29 Hawthorn street
was arrested for driving a commer-
cial car in Hallowe'en Park in viola-
tion or a city ordinance. Epstein
was subsequently released by Prose-
cuting Attorney Mex Spelke.
The {act was reported to the
Board of Park Commissioners, who
have. tor a number or years been
seeking to have ordinances with re-
gard. to the use or Hallowe'ea Park
and the bathing beach there enforc-
ed. The commission adopted a res-
olution condemning Spclke tor this
act and asking him to co-opcrate
with the board to the end that bet-
ter order prevail at Hallowe'en Park.
Yesterday, replying to this action
o! the Park Board. Mr. Spclke issued
a. statcmvnt condemning the hoard
for various things he charged to it.
Mr. Spclke said that the man ar-
rcstcd was operating a light dc-
livery trnck with pneumatic tires.

service in the World War and was
decorated. it was the first time, he
said. that he had violated the ordi-
nance and. in view of the circum-
stances, he let him go with a repri-
mand.
He said that the term “commer-
cial vehicle” used in the ordinance
was indefinite, that the commercial
car in question could have done no
more harm to the Park roads than
a pleasure car.
Criticizes Park] Board.
He criticized the Park Bdard for
awarding a road contract to Will-
iam 1-1. Arthur, whose bid was $5.000
more than the lowest bidder.
"I wonder what they could have
been thinking of," he said. in this
connection. “when they advertised
for bids and deliberately passed up
the lowest responsible bidders.”
He said that this action provoked
a storm or disapproval and caused
the resignation of one member of
the Park Board.
“The rest of tbc board is too cal-
louscd by public opinion." he went
on "to he the least disturbed. A
board that sunk nearly 5:00.000 ot
the peoplc's money in a ‘lemon'
like the bathing pavlllion. long ago
lost the respect of the public. and
their efforts to pull the chestnuts out
of the fire by going out of their way
to help l'cter Vanech, at the expense
of the public. are ridiculous. The
pavilllon is being conducted by, and
for, the lessee. and, so far as the peo-
ple are concerned, a policy of 'the
public be damned“ is in encct."
Mr. Spclke also called attention
to the. tact that the Park Board
has prmitted Mr. Vahech. to charge
non-residents a parking rce, where-
as. the lease provides that parking
space shall be furnished tree at the
Park.
"I charge that the Park Board
is dcrclict in its duty," he concludes,
“and ought to resign en maesc. The
Common Council should take over
the parks and thc care and man-
agement ethereof.”
Potato Acreage in
New England Declines
WAKEFIELD, Mass... July 11.—
(AP.) A decrease of 4 per cent. in
the acreage planted in potatoes in
New England compared with last
year's acreage is indicated in re-
ports rcceived by the New, Englanl
Crop Reporting Service here. The
acreage this year is 222,000 as
against 231. 000 last year. The five
year average is 224, 000.

100,000 acres of potatoes this year.
