CHICAGO. June 19.—-Jail birds
who’ve kicked vigorously for years
against accommodations Chicago has
afforded them. can now look torward
to a. model home life. Investigators.
after surveying the hoosegows of
all the country. have decided that
they are medieval and now plan a
departure that assures a. happy
home for the law-breakers it only
the Cook county commissioners
agree.
Illinois went the rest of the coun-
try one better when it put up a State
prison at Statevilie that would make
many a. hotel ashamed of its no-
commodations. But now the county
Jail here has a shade over the State
prison.
The whole object of the proposed
new jail will be to make happy
criminals. _ None oflthe old time
steel bars. iron wall beds. crowded
cells or unsanitary accommodations
are to be permitted. Even select
company is to be‘provided the pris—
oners according to their classes. .
One prisoner to each airy. well-
llghted cell is called tor. A drinking
fountain and bookshelves. with
books. is to be provided. Movable
cots; suitable (or th obest resting
will be there. Exercise rooms with
lavatoriea and' showers, a. big yard
with plenty of playground are all
outlined.
There will be a. minimum of steel
bars. because the committee consid-
ers bars in prisons primitive. And
thewhole thing will be built on a
"telephone pole" plan. with the pole
a. great corridor. leading back. to
transversal cell houses. each cell-

the committee expressed its view of
Jails ot the country. most of. those
investigated having been new Jails
erected by cities with the thought
that they solved .the prison .probiem
in a modern way.
But. the Chicago investigators
found. "most of theaters of the
monumental typo. representing an
extravagant outlay o! money, and
exemplify medieval ideas or housing
inmates. It seems that frequently
the construction of a Jail is turned
over to a Jail equipment manufactur-
er. who is anxious to sell all the steel
equipment possible."
The outlook is that the Chicago
iailbird is in for something good.
