The beauty bill presented in Penn-
sylv ania provided for the creation of a
State Board of Examiners, to pass on‘
and license “haii-drcssers, cosmeticians,
cosmotologists and dcrmitrichologists."
Long-sounding, imposing terms all 01
them, but the measure‘means nothing
more or less than that no beauty op-
erator may touch a finger to the hair,
skin or scalp of a woman without hold-
ing a duly accredited certificate of regis-
tration from the State.
THE bill further provided that all.
schools where work on the face,
scalp and hair is taught must be licensed
and that only those schools conforming
to standard specified requirements be
granted this license.

pathological conditions such as are con-
strued under the medical practice act
or practice minor surgery or major
surgery or the treatment of any
pathological condition of the human

The last provision of the bill as drawn
by Miss Grimes sounded the deathknell

to a Los Angeles beauty parlor for what

The process is a- very painful one. It
consists of peeling o! outer skin to get

sary to administer an anesthetic, and
this was given by a physician at the
beauty parlor. Upon the completion of
the operation the woman, according to
the beauty operator, merely gave a
m and died. Inquiries into her death
disclosed that she had undergone a,
other face-renewing operation last sum-
mer at the hands 01 a beauty doctor who
has since (led the country. it was be-
lieved the woman' a death may have been

tices both on the skin and scalp.
The educational requirements of an

of the first-year high school.
The training requirements for ob-
taining a license are that the applicant
must either‘rhave served under the in-
struction of a registered operator or in
a college licensed by the State. Such
a college must give a training 01 not less
than 250 hours for each of the classifica-
tions. This training must include prac-

. oral tests and practical instructions in;
sanitation sterilization and the use of
antisepfics, a course of studies in ele-
mentary physioloey. hygiene. bacteri—
olory. chemistry and physics consistent ,
with the practical and theoretical re-
quirements as applicable to the classi-

ployed on the stat! of such a school a
regulnly licensed physician. ' '

her bill.
“It is an erroneous impression that
. women go to beauty parlors nowadays to
have cosmetics piled on their faces. They
go there to acquire beauty through ab-
solute cleanliness. That is why in this

“Do you know another reason why
we’ve got to legaline beauty shops and
‘the use of cosmetics! Therapis an old
. blue'law, a Colonial statute, which says
that it any woman won her husband by

constitute grounds for annulment of the
marriage when the husband discovered
how bascly he has been decerved.‘ This
law has never been repealed.
“Beauty-shop proprietors today are:.

Miss Grimes hasn’t minded the teasing
she’s got pom her brother legislators‘
about her beauty bill. She has four

in some incredible fashion have come to
pit their wits against men in the most
give-and-take job in the world, making
laws for humans.
The bill passed the House of Repre-
Vsentatives unanimously, but failed to be-
come a law during the session just
closed. It will, however, be reintroduwd.
