President of France. It is the Ger-
man chancellor. who really wields
most at the powers analogous to
those of the American chlet execu-
tlve.
And a chancellor must constantly
retain the support of the people. or
go out of power. Whether a men-
aroh is finally established as the
titular head or the government as
in Great Britain or whether the
name President is used is or little
practical importance where there is
democracy as in England in the par-
liament and the system of elctlnz a.
premier.
The victory of von Hindenburg is
interpreted here as a personal one
for the war hero. He was not a party
to the events that led up to the out-
break ot war in 1914, in fact he was
on the retired list then. He ‘is now
seventy seven years old and the vote
is for the most party a tribute to
the moderation shown by the field
marshal in the stormy days of the
revolution. The new German Presi-
dent. however. won by a close mar-
gin, relatively speaking, and stu»
dents or German politics here say
the election should be regarded,
more as a defeat for the socialists
than as a‘“ Victory for any individ-
ual or class. The people were tired.
they say. of the cxpérimentallsm of
the socialists and wanted a return
to a strong man. Thus in Germany
as in other countries the verdict was
a negative one-a. decision against
the parties in power rather than a
mandate for a particular policy.
German embassy officials have not
been advised when the inauguration
will take place but they think about
the middle or May. At that time it
“ill be incumbent on President
Coolidge to send a formal message
of congratulation to von Hindenburs
and the German people which. of
course. will be done as America
does not question the sovereign right
of the German people to elect any-
body to the presidency no matter
what his relationship to the outside
world.
