’ SAN FRANCISCO. April 17—The
3aunry 40.000 bluejackets of the
combined United States fleet have
made a. distinct hit with the popu-
lace of San Francisco, the other
"bay cities" and some half million
visitors during the ten days the
fighting ships have been anchored
. here.
At a. dance, baseball game, fes-
tival or formal occasion the officers
. and men of the big armada have
come up to expectations. San
Francisco has wanted a naval base
in the bay for the security it would
afford and the business it would
promote: now the people want the
gray guardians of the nation here
because they like the gobs and know
they behave. themselves.
Sailors are supposed to be a
rough bunch. Many of Uncle Sam's
men in blue may be rated as
“hard." But if anyone wants a re-
commcndation of their' behavior
they should inquire of San Fran-

Pads in Vaccination
Surgeon General Hugh S. Cum-
ming o! the United States Public
Health Service today issued a. warn-
ing to the medical profession and to
the public against the use of bunion
pads as a. dressing in vaccination
against smallpox.
This singular use of bunion pads
appears to be more common than
would be supposed. Several fatal
Cases of tetanus, following their use,
have recently appeared in the Unit-
ed States, and tests made by the
Hygienic Laboratory of! the Public
Health Service have demonstrated
the presence of tetanus spores in
bunion pads from the same source
as those which. ~were associated with
tetanus cases.
“The Public Health Service." says
Surgeon General Cumming “deplores
the use of any kind of shield as a
vaccination dressing. The employ-
ment of a. shield lands to prevent
evaporation, to retain heat, mois-
ture, or discharges, with a conse-
quent softening of the vesicle, to ob-
struct lymphatic drainage, and to
create conditions apparently favor-
able for the development of infec-
tion."
Surgeon General Cumming says
that the cross scarii‘icatiou method
of vaccination, which was formerly
common and which is still adhered
to by some, is dangerous. He recom-
mends that if an incision is made
for the purpose of vaccinating, it
should not draw blood. it possible
to avoid this. and that it should not
be more than one-eighth of an inch
in length. If two such incisions are
made, they should be one inch apart.
If they are placed closer
than one inch, they are very likely
to coalesce. If Vaccination is done
by the method of making :1 small
abrasion. such as may be done with
a specially prepared instrument. this
should not be more than one-six-
teenth of an inch in diameter. and it
two such abrasions are made, they
should be one inch apart.
