Those who have lived in other cities before settling in Harwell: readily appreciate what
I mean when I call Norwalk a “friendly city." Here we tind good neighbors hi ev sense of
the word. Here as peopleJrom different sect ions of the city learn to know each 0 or better
we find a constantly growing spirit or respect for the views of others and a live public inter-
estincivioaffairs. . .

As has been pointed out, an unusually large number of our people own their own homes.
Many persons visiting our city have remarked upon the apparent pleasure our homeawners
, Fairly I hmst take in keeping their property in good condi tion and making it attractive.
This Spirit of neighborliness and pride in the care of property is without doubt develop-
ing into active cooperative interest in civic development. In a sense, the agitation for zoning
is an outgrowth of this attitude. When all our people learn to understand that every class
~ and section in the community will profit by a zoning ordinance, I believe the plan will be
‘ adopted enthusiastically. .
‘ , We have further evidence at increasing civic spirit in the general support of the plan of
-' ' the Board of Education for‘ building new schoo is, and the wonderful response from all sides to
on S ' the proposal of Attorney Edward J. Quinlan that steps be taken to seq the Kathews
. ’ -, property on, West Avenue for use as a civic center,——a suggestion so spouts usly endorsed
a by the City Council, which realises its possibili ties for future development. By adopting this
‘ idea, we can ,in my opinion. do nothing better to help Norwalk and to unite the interests
of all sections of the city. ,
- \ . From the standpoint of public health, our city is well located with a southern drainage,
' excellent municipauy owned water systems, good sewage disposal, and a well appointed hos-
pital worthy of whole-hearted public support. ' * ,

factories are doing a good business, and there is 'less unemployment nere than in any other
nearby city. Norwalk is fortunately located in an area that is growing rapidly. Our near-
ness to the metropolis means that growth and expansion will be fairly thrust upon us.
Let us continue to develop our community spirit that we may make this a still better
place to live and be ready to take full advantage of our opportunity to obtain for ltorwalk
its full share of the progress and prosperity that is to be experienced in this section of our
