ary reports tor the years 1923-24
were presented to Governor Trum-
bull yesterday tor transmittal by the
ommendations were:

Attention was called to the fact
that the state hoepital at Middle-
town' in overcrowded. It was said
that the institution originally de-
signed to accommodate 2.300 per-
son: now houses rather more than
600 above its normal capacity.

mand for admission to the Mansfeld
Skate School for the Feeble Minded
and‘ the hundreds 01 such persons
whose applications for entrance are
already on file. together with many
others who are inmates of institu-
tions not adapted to their needs or
who are still without care to pre-
sent a problem of the gravest im-
port. The inadequate water supply
at the Music-id school is declared
to be a serious handicap to the
much needed development of the in-
stitution for which some remedy
should be provided. without delay.
The report also strongly advo-
cates the establishment of a state
infirmary. The department nude in
and other serious diseases which
cannot receive proper care via the
state institutions and which already
overcrowd the hospitals.
The department reports that ar-
rangements were made with one or
the insurance companies (or the cor-
ering or the various institutions in
fire hazard.
In the matter of the child welfare
bureau the following tact: were
