Herriot will suggest in effect substi-
tution for the military guarantee of
protection for France against Ger-
many a guarantee of financial pro-
tection. That is, the French Premier
will tel r. MacDonald France will
not insi on advance pledges to take
in case of default on the new repar-
ation scheme, but he will ask Eng-
land to underwrite or guarantee the
German payments. so that it the
Reich defaults. the loss will not fall
on France.
This sounds fantastic to British
ears and it is hoped the strong dis-
