hiclcs in an effort to reduce the
number of accidents occurring in
the cities of thc'state.
Tho State Police association has
no connection with the state police
department. but is an organization
of chiefs of police and other police-
men of all the municipalities of the
stale. Chief Farrell‘s dccision fol-
lows correspondence with Commis-
sioner of Motor Vehicles Stocckcl in
which methods of improving safety
conditions in the larger cities have
been dlSCllSSOd.
‘ One of the proposals for uniform
'aclion is to agree to hold down the
speed of motor vehicles in all cities
“to the legal rate." particularly in
the period from now until October
when accidents are most apt to oc-
cur. This suggestion is brought
about by the fact that. while motor-
ists are aware that speed regulations
are strictly enforced in some cities.
yet they feel that in others ‘littlo at-
tention is paid to the subject, except
in flagrant cases. with the rcsult that
many accidents occur on thorough-
fares leading in and out of the cities.
To enforce this plan, more motor-
cycle patrolman will be needed in
several cities and Commissioner
Stoeckcl has volunteered to co-opcr-
ate with the police chiefs in tlicir
respective cities to win public senti-
ment. over to the nccd of such in-
creases in the interest of public safe-
ly. The motor vehicle department
has on file a series of charts show-
ing in detail the record accidents for
all the cities of the stair. and indi-
cating the thoroughfares and inter-
scrtions which have proved to be the
most dangerous. 'thus requiring
strirter supervision.

Cars on public streets with wobbly
wheels or oherwise appearing to be
onsafe would be promptly inspected
to avoid injury to persons or {lam-
age to property. So many of the re-
ports of accidents made to the motor
vehicle department reveal that peo-
ple take chances with poor brakes
that attention to this condition alone
is believed to be capable of doing
much to reduce the growing total of
motor vehicle accidents._

PARCEL POST RATES

A bill. known as the Paige bill. is
pending in Congress, one purpose or
which is to increase parcel post
rates.
It. is not a. moderate increase
which the bill proposes. a jump of a.
cent or two on existing schedules,
but a. :00 per cent. raise. Other in—
creases are proposed in second and
third-class postal rates. The bill is
designed to get additional revenue
to the extent of $110 000, 000 annual-
ly.

This is just one example of the
way the Paige bill will work.
You can think of a hundred others
—-all of them arguments against it.
If you are in the, manufacturing
busiruss. uni use the mail to send
out samples and goods to customers,
consider the difference in your ex-
pause for postage with a. 200 per
cent increase.
They say there is some risk of the
Paige bill passing at “‘ashington.
If there be any risk it is time for
those interested—and they are
legion—to get busy with their con-
gressmcn.
Increased revenue is doubtless
needed for the postomce department.
Increases in salary are due the pos-
tal clerks. But this bill will gouge
the public and defeat its\own end.
It will result in driving business to
