sociation. in a statement signed by
its president, former Supreme Court? .
Justice John H. Clarke. and address-
ed to. President Coolidge. made pub-
lic yesterday. challenged the Presi-
dent's'staternent in his "address " to-
Congress that "our country has
definitely refused to adopt and ratify
the covenant of the League of Na—
tions." .
Exception was taken also to Mr.
Coolidge's statement that "the in-
cident. so far as we are concerned,
is closed.". The statement contained.
nu lndorsement of the. President's
"ilrm stand for the permanent
court of international Justice" and
urged that the question of member-
ship in the league be given the
some non-partisan consideration as
the question of American participa-
tion in the court.
In addition to Mr. Clarke. the
statement was signed by former At-
torney-General George W. Wicker-
sham. Everett Colby and William H.
Short.
In challenging the President's
statement that the country had de-
finitely declined to adopt or Iratify
the league covenant. the statement
quoted from an address which. it
stated. nude by Mr. Coolidge to a
group of Boston business men Nov.
23, expressing doubt “ if any partl-
cular mandate wasrgiven at the last
election to the question of the League
of Nations."
At that'time. the statement as-
scrted. Mt. Coolidge said many
voters simply supported one or the
other of the two major parties with-
out regard to the league issue.
"'So you can’t says? the state-
ment quoted Mr. Coolidge as con-1
eluding ' that there was a. preponder- '
ance of votes against the League of
Nations."
Continuing, attention was calim:
to the statement issued to the Am-
erican people. before the last presi-
denlal election—October 1.4, 1920—.
signed by the present Secretary of‘
State Charles E. Hughes and Herbert,
C. Hoover. new Secretary of Com-
merce. and 29 other prominent Re-
publicans. appealing to the public
to vote the Republican ticket in the
following words: :3"
" 'The question accordingly. is
not between a league and no league,
but is whether certain provisions in
the proposed league agreement shall
be accepted unchanged or shall be
changed. ' ' ‘ \l‘e have roach-
ed the conclusion that the true
course to bring4America into an
effective league to preserve peace is.
' ' ' by frankly calling upon
the other nations to agree mmhangr
es “in the proposed agreement — for
this reason we can look only to the
Republican party and its candidates

bound by every consideration of good
faith to pursue such a course until
the declared object is obtained.’

question of American membership in

which you in your message urge
should be given to the question of
American membership in the perma-
