cured by commercial paper. that is.
notes or customers of the banks. in—
dorsed by the National Bank itself.
Federal Reserve notes are Issued to
district Reserve banks. and in turn
issued to the member National
banks. upon deposit of approved pa-

Most members or the Federal Re-
serve System are National banks:
all National banks are compelled to
belong to the Federal Reserve Sys-
tem. Only about 1.600 state banks
belong to the Federal Reserve Sys-

\Vhen a National bank or a. Fed-
eral Reserve bank is organized. the
business is done through Efie Comp-
troller of the Currency. who passes
on all the papers and issues the
charter or certificate. He enforces
all penalties for violations of the
National bank act and appoints all

RepOrts of the condition of all
National banks are made by the
banks at the Comptroller not less
than five times a year.
In his last report. the Comptroller
of the Currency called attention to
what appears to be “influences
which are at work to disintegrate
or weaken the Federal Reserve Sys~
tem." Many National Banks have
surrendered their charters and be~
some state banks. A Congressional
committee is inquiring into the tea.
