Charges of graft. in the operation or
the United States Veterans’ Bureau
under the directorship of Colonel
C. R. Forbes. were piled up yester-
day before a Senate investigating
committe by Elias H. Mortimer of
former representative
or the Thompson &. Black Construc-
tion Company.
After testifying that he leaned
Forbes $5,000 in return for "advance
Information" on sites for hospitals.
Mortimer charged that Forbes en-
tered into a “contract ring" with
the Hurley—Mason Construction Com-
puny of Tacoma. \Vnsh., and Thomp-
son & Black. of St. Loon. under
which the profits on the construction
at all veter‘ans' hospitals would be
split three ways.
Mortimer declared Forbes was to
receive one-Lhird or all the profits
under the agreement.

Mortimer explained that the “part-
nership" expected -to make $150,000
profit each on the construction 0!
hospitals at Livermore. Calit.. Amer-
ican Lake. \‘l’ash.. and St. Cloud.
Minn. Mortimer testified:
"The construction of each hospital
was expected to cost 81.500.000.
which would give us 3150.000 profit
on each. They figured ten per cent.
net profit."
The testimony created a sensation
in the committee room. Mortimer
testifying that the agreement was
entered into by President Hurley.
representing the Hurley-Mason Com-
pany; Director Forbes and himself
at a conference at Hayden Lake.

party staged at the lake that. night
Colonel Forbes and an unnamed lady
"jumped in the lake with all their
clothing on."
Forbes To Be Called.
Mortimer testified that Forbes had
approached him with a. proposal to
dispose of 67.000 quarts of liquor
and $5,000,000 worth of drugs stored
in the \‘eterans' Bureau Hospital at
l’arrytllle. Md. He said Forbes told
him “we can all clean up enough In
this deal for life." The liquor and
drugs, it. “as said. were the proper-
ty or the Government.
At the conclusion of Mortimer's
testimony the committee adjorned
until Monday. It was announced
that Colonel Forbes would be called
next week to reply to Mortimer:
