the question: Whut is the govern-
ment's mmagpment of its insular sf-
fairs?
The Philippines and Porto Rico
hove their own local governments.

eral appointed by the President.
However. the Insular Bureau super-
vises the civil affairs of the Philip-
pines snd Porto Rico, under the im-
mediate direction of the Secretary
of W'sr. This jurisdiction is con-
fined to whste'ver mstters are sub-
ject to the Jurisdiction of the War
Department.
Following the Spanihh-American
war. the War Department was con-
fronted with varied complex prob-
lems in the administration of civil
' affers in the territory occupied by
the military forces of the United
States. There were no precedents
to which the officers charged with
the administration of the affairs of
this territory could turn for guid-
ance, and the difficulties of those
officers were further complicated
owing to the lack of any administra—
tion machinery for handling these
problems.
The then Secretary“ of War issued
a. harder December 13. 1898. creat-
ing the Division of Customs and In-
sular Affairs in the office of the
Secretary of War. The name of the
division was changed to the “Diviv
sion of Insular Affairs" December
10, 1900. Due to its tron-t“ it
nude a. bureau by act of Congre-

At the present time the bureau is,

charged with the supervision of
civil sffairs of the Philippine
lands and Porto Rico. and of Hi
Customs Receiverships of Santa Do-

The functions of the bureau have
always been practically the names-
the supervision of civil government
in the insular possessions of the
United States, or of the adminis-
tration of the civil affairs of the
territory occupied 'by the military
forces of this country—yet its duties
have varied by reason of the fact
that at various times it has had as-
signed to it matters which are no
longer under its jurisdiction.
The bureau is also the repository'
of the civil records of the govern-
ment occupation of Cuba. from Jan-
uary. 18999. to May. 1902: and had
assigned to it matters pertaining to
the provisional government of Cuba,
from September, 1906, to January.
1909.
It is charged with the purchase
and shipment of supplies for the
Philippine Islands and Porto Rico.
makes appointments of persons in
the United States to the civil serv-
ice of the Philippines and Porto
Rico, and arranges their transporta-
tion. It gathers statistics of insular
imports and exports. shipping and
immigration.
