Fire Prevention
The National Fire Protection
Association at its annual conven-
tion ill Chicago recommends a
dozen matters in as many resolves,
all tending to reduce loss by fire.
Most of these appeal to the com-
mon sense of all of us though a
few are too technical or too opti-
mistic to excite general interest.
There is. for instance, this to be
classed among the “too. optimis-
tic”:—
A more general legal recog-
nition of the common law
principle of personal liability
for damage resulting from
fires due to carelessness or
neglect. and the enactment of
laws or ordinances fixing the
cost of extinguishing prevent-
able fires upon citizens dis-
regarding fire prevention or-
ders.
In theory this is as sound as the
proverbial nut, but to incorporate
it into the statute law of an indus
trial state might lead to surpris-
ing legal adventures. Interesting
suits would follow, in some cases,
efforts to prove carelessness or
neglect. To cite a case. boys were
burning a small pile of dry leaves
and waste paper in the gutter of
a village street when a flaw of
wind curricd a half-burned. leaf
through an open window into a
room wherein gasoline was being
used. A fire which resulted burn-
ed several buildings. \Vould the
court say that the boys were care-
less, or those who Were nllhg the
gasoline ?
But other recommendations are
eminently proper, that, for in-
stance, urging municipalities to
adopt the standard building code
in order that fire resistive con-
struction may be encouraged. So
is another urging states to adopt
building and fire protection re-
quirements for public and private
hospitals, schools, asylums and the
like, and still another requiring
an official investigation into the
causes of all fires.
Perhaps the wisest of all is that
pleading for the education of
children and the public generally
in careful habits regarding the
use of fire. If this could be. car-
ried on with some degree of suc-
cess the ”matches-smoking” loss
would decrease after a little. At
the present time it is doing noth-
ing of the sort, nor does it seem
likely to for some years to come.
The association is doing good
work. but its task seems a fairly
permanent one.

tended a dinner of the Kiwanis club
but today at lunch we expect to dash
down to the country club and hear
the flow of soul that usually eman-
ates from the various members of

is being observed re. as the lunch
will cost that amount. .

Incidental to the moving of our
omces. we had an opportunity to
rummage through some of the flies.
and found quite a lot of interesting
reading matter. One of these choice
bits is given below. it is from the
pen of someone who evidently lived
and flourished a long. long time ago.

but the writer seems to he so darned
sure of his subject that it might Just

Hotel cooking is a topic as to
which the wise husband is reti-
cent, if not abusive. \Ve know a
man who scored ,much domestic
tranquility by remarking casually
on return from a formal dinner
that “it was no meal to invite a
man to." Yet it was served on
one of the choiccr metals and pre-
pared by a chef who had been dis-
charged by a diplomat for extrav-
agance in the kitchen. The reac-
tionin the home was astounding.
The husband was allowed to take
naps without being buried in sofa'.
pillows; the embroidered nuisance
on his bed was hung in the closet,
and he was served with corn beef
and cabbage, yellow meal cake
ware until the Voting League be-
gan a series of full dress patriotic
teas with the customary refining
influence.
