NEW YORK. April 10.—-Sarnuel
Untermyer, counsel of the Lockwood
Legislative Committee. which has In-
troduced a bill in the New York Legis-
lature. regulating stock exchanges. in
a statement made public here today,
charged that “thieving brokers have
swindled the public of fabulous sums
of money" through the selling of stock
in mythical oil companies.
“Every farmyard and almost eVery
hole in the ground," continues the
istatement, “offers a basis of procedure
[upon which to predicate the claim of
; untold riches In oil. gas or minerals.
Our state offers new no adequate pro-
tection against the perpetuation of
these frauds and is being made the
basis for operations of this character
through the country." ,

lars. the statement says. and their

the state Capitol in Albany and all re-
ports io have its contents made pub-
lic. says Mr. Cntcrmyer. have so far
failed.
Mr. L'nicrmycr denies that the
Lockwood bill will hamper business or
legitimate trading. '
He says the bill will deprive dishon-
est brokers of the constitutional im-
munity to plunder the public. which‘
is now enjoyed and by
criminal prosecution possible.

it will furnish a right of court review
