charter revision, would it not be bet-
ter if these protestants would wait
iuntil they can know what is really
proposed? Let it be said at once that
if any revision is adopted by the
legislaturenit must be submitted to
the voters and adopted by them be-

ward charter. Another is the spirit
of opposition to every conflructive
