Congregational Chusch Hon. Nehe-
miah Candee. chairman of the 1921
legislative Committee of Humane In-
stitutions. gave a very instructive out-
line of the various Humane measures
and institutions of the State of Con-
necticut. The first point made by the
speaker was the freedom from any
graft or selfish motive in the con-
ducting of these state institutes.
They are conducted under .the su-
pervision of boards of directors who
servo. without pay. and who deem it
an honor to be selected to serve
thereon. As a result this work be-
ing done in Connecticut is without a
peer in the country. and citizens
may well be proud of the work done
in the past. and planned for the fu-
tune
The three principal classes of un-
fortunateo cared for by the state are
the blind. the deaf and dumb. and
tho inane. At the Hartford Institu-
tion for the Blind. the students are
not only taught trades. but are or -
vided with tools to continue th
trade after leaving ‘the school. are
.glven exemption from taxation. and
’ are given homo instruction. when. nec-
essary. For the instruction of the
deaf and dumb there are two ochooll.
one at Hartford. and one of Mystic.

has already spent much on this
work. and will spend much more in

The plan suggested by the 1921
commission for the care of all
classes of Itate dependents is a sim-
ilar one to the plan being success-
fully used in Massachusetts... This
provides for one great ifil'irmary to
which all cases would be? sent. and
here the temporary cases treated. and
others properly segregated and sent
to the proper institution. This would
cost about 8500.000 to start. and will
some day be the plan followed by
this state. .In 19;), the state appro-

lion dollara. to be used for its boys'
and girls' schools. pension malls. and
