No believer in democracy can ques-
tion Russia's right to any term of gov-
ernment she wants. The principle of
self—determination applies there as
elsewhere. Russia is free politically.
as America is. If the Russians Wa‘nt.
or are willing to tolerate. a Bolshcvist
or Communist. or Socialist government.
that is their own affair. All that can
properly be asked of them is that they
shall not try to impose their political
system on any other country'that does
not want it.
n it were merely a question of poll-
tical system. therefore. the Russian
“idem would be simple. Other gov-
ernments would have no legtmate rea-
son for not dealing wth the Russian
government on equal terms.
The trouble is that the question is
also economic and moral. Russia
wants to do business with other coun-
tries—to trade with them and borrow
their money and persuade their capi-
talists and captains of lndsutry to
come in and develop Russian re-
sources. It happens that there are re- .
cog'nlzcd ways of doing business. pret-
ty uniform throughout the world. bas-
ed on universal principles of honesty
and fair play. If Russia. wants to do
business with other countries. there-
fore. she must accept their business
standards.
This means primarilv three things.
Russia, must honor her own debts: she
must recognize the sanctity of con-
tracts: and she must recognize the in-
stitution of private property at least as
regards the. property of the govern-
ments and citizens of other nations. If
she will not do this. she cannot expect
thcm to have anything to do with her.
