escaping from jail.

credits or schools in Kansas which al-
low the use of tobacco on the school
grounds or elsewhere. will not be ac-
ceptable tor the issuance of teacher-3'
certificates, by Miss Lorraine Eliza-
beth \Vooster. State Superintendent of
Schools. she. said in a letter received
by Chancellor John C. \Villiams, of
Kansas University and made public

This placed a new ruling on her
anti-tobacco rule list made about two
weeks ago. when it was decreed‘that
no certificates would be granted to
users of tobacco and that all schools
