Caste] Gondoli‘o. about 16 miles from
Rome. looking over the beautiful lake
of Albano. are agitated and have ex-
pressed criticism because in these
days of heavy taxation the popes have
paid no taxes on the huge papal pal-
ace Which forms so large a. part of
their little village. .
\Vhen in 1871, the law of guaran-
tees was passed. the Italian govern-
ment assigned to the pope the huge
palace of the Vatican and that of St.
John Lateran in Rome and the papal
villa of Castel Gondoli'o.‘ which. since
the days of Urban VIII, had been a
favorite summer resort of the popes.
To all these three palaces the right
of exterritoriality was conceded. They
do not belong to the Italian nation.
no policeman, soldier or other ser-
vant of the Italian government can
enter them unless invited by the papal
authorities. and they were all ex-
empted from any taxation.
The people of Castel GOndolfo say
that the papal authorities owe 1118'
commune 1.500.000 lire (nominalli
since 1870. They. claim also that if
the villa is subject to taxation. so also
would be the Roman palaces and the
income of 3.200.000 lire (nominally
$640,000) which the Italian govern-
ment offers every year to the papal
authorities but which the papal au-
thorities never accept and that the
sum now owing by the Vatican would
thus become fabulous. _
The popes have never recognized
the law of‘ guarantees.
