SHANGHAI, Aug. 31.-—As a means
of preventing automobile accidents
the 'Healih Prcsauticnary Association'
an organization composed at leading
Chinese of Shanghai recently prepar-
ed a list of suggestions among which
are several of engaging novelty. The
suggestions which were adopted at a
meeting after lengthy debate were
submitted to the municipal council of
the Intefiaflonai Settlement. Among
the measures that the organization ad-
vocates are the following:
"'11" motor cars have rubber tired
wheels and run without noise. It is
too late to blow a. horn when a. car has
already collided with a pedestrian. A
car should have a very small bell at-
tached to one at the front wheels and
this boll should be kept ringing all the
time so that when pedestrians hear it
they can get out of the way. This
bell should be. half the size of a bicycle
bell. Each car should haxe a speed
limit, but the fire brigade, doctors' and
police motor cars should be exempted.
. "A chauffeur should Wear a brass
badge on his breast. The budge should
be three inches in diameter and should
have his name and the number of his
license in English and Chinese inscrib-
ed thereon. The badge should be is-
sued by the. municipal council at a few
taels each. Then a man not licensed
will not dare drive a car.
