Mr. 'i‘raylor justified his suggestion
of m'unlcipal aid for electric lines by
saying that good transportation den-l-
opmcnt meant better housing condi-
tions and consequent higher standards
of citizenship.

dorscd by Mr. Travlor because of its
fairness to both the public and the
company in the matter of giving good
service to nnc and a fair return to
