to a greater or less degree. and the
question is not whether a prohibitory
policy would become perfectly effec-
tive or not. but whether it is a better
policy for each individual town or for
the State. Rather starting, too is the
statement which the Union‘ makes.
with figures to prove it, that "boot-
logging" is now prevalent in the State'
even under the license system. Dur-
ing the year ending Sept. 30, 1916, ac-
cording io the ofliclnl reports or the
county commissioners. 3.324 licenses
for the sale of liquor were issued by
the commissioners of all the counties.
There were 117 wholesale licenses,
2.330 retail licenses, 32 beer licenses.
