.couucil on April 13th. 1916, beg leave
to report that we have performed the
duties of our appointment and‘ submit
the following:
Your commission has held a public
session in each of the five. wards of
the city, before, which sessions all
citizens who desired had an opportun-
ity to appear and be heard relativa
to the system oftaxatlon in opera-
tion in the city, and to any taxing
questions affecting the system.
It is apparent to any student of the
tax question that improvements can
be made in the practical workings 'of
the present system of taxation. IProb-
ably not so much change in system
is necessary. but certainly changes in
the administration of the present sys-
tem. shouldbc made.
We believe that the first and lore-
moat ‘cssentials in reaching a solution
otIthc tax questions are‘an accurate
city mop and at least one assessor.

: way. that is, by copying to a great ex»

previous years. and .where this has
been the "practice for many succes-
sive yehrs it is apparent to anyone
how farcical the result may be. With
at least one competent assessor de-
voting his time exclusively to tho
discharge of his duties. and being
uunanttally correct city
map, it is a question of only a short
time when .the system may be adminf
istcred in an equitable manner and as
fairlv as tiny system of assessment
for taxation purposes can be en-
forced. As'thc system has been ad-
ministered in the past. the time of the
assessors is taken up. not only with
establishing values, visiting proper-
I... and making up‘ the lists of those
who fall to return lists, but also in

who desire to make return. Hence.
they not only. receive lists. but make
