Paving Expert Says Snow Sent Traffic
in Rota.
According to William V. Halton. dis-
trict manager for the Charles T. East-
burn 00., of Philadelphia. manufactur-t

winter has been a hard one on macad ;
am 'or patented pavements. Because
of the large amount of snow that felt
during the winter. which is supposed
to prevent strongfrost action on
roads. It has been popularly supposed
that pavements got of! lightly during
the winter. Members of the city
board of estimate. in talking pave-
ment. took the latter view of the.
matter.
Mr. Hutton. however. says that the

winter has been very hard on pave
ments of all kinds. "The unusual
amount of snow," said ‘Mr. Hutton, to
day. "caused .all automobiles and other

pavements were not cleaned after ev-

strips of the pavement about a foot
in width. in the center of the road,
where the ruts were made had to
