The proposition which I place before
the men today comprised, in the last

Commissioner Wood expressed the
opinion that the union members hadV
misunderstood his plan. The propos-
al for settlement, he said, provided
that diderences between the men and
the company were to' be taken up at
a series of conferences betweenthem,
at which Mr. Wood Visa. to be pres-
ent. Wages. hours of labor and other
points on which agreement could not
be had were to be decided "in a man-
ner suggested by Mr. Wood.” The men
were to return to work at once.
