charge of highways, streets. sewcrs,
engineering. etc. ill the old Town of
Inorwalk, and to this depar'lment are
referred by the City Council for in-

All complaints are carefully investi-
gated and when justifiable are rented-
ied, provided the money is available.

It was found upon investigation.
that the roads in the Four} hand Fifth
Districts were in very poor condition
and plans were made and methods
devised for the handling of as much
repair work and construction as our
limited appropriation would permit.
The important roads in each district
were designated primary roads and
those of less importance, being feed-
ers to or parallel with the primary
roads, were termed secondary roads,
the idea being.~ to repair, construct. or
reconstruct as much primary road as
possible, because such roads after be-
ing placed in proper condition could
be maintained at a slight. cost p8r
yard year. Eunds couldthen bo'used
for the development of the more im-
portant secondary roads, and so on.
until all of our roads were in good
condition, and in the meantime main-
taining what we had already gained.
The maintenance of all roads not
paved with a permanent or semi-
permnment pavement may be com-
pared to a battle where neither side
can afford to rest or grow careless.

a few dollars extra per year for high-
