had become “violently and hopelessly
— insane." The finding, in part, is as
follow: "

lic Acts of 1913, contains a provision

Since the word “vacancy" is used
in this statute without words of limi-
tation such as “by resignation, re-

whether the circumstances of the
,present case create a vacancy.
