BOSTON, June 9.—Pr0vlsions of a
plan for a merger of the Boston Ele-
vated Railway, the Bay State Street
Railway, the West End Street Rail-
way, and the Boston, Revere Beach
and Lynn Railroad into a corporation
to be known as the Commonwealth
Electric Railway Company were made
public today. it was announced that
a. bill embodying this proposition
would be submitted to the legislatile
committees on railroads and metro-
politan affairs today by James F.
Jackson, former railroad commission-
er, acting as counsel for the Bay State
Street Railway. A similar plan re-
cently was advocated by President
Patrick F. Sullivan, of the Bay State,
at a hearing before a legislative com
mittee, as a solution for tlailic prob-
lems in the metropolitan district.

new corporation would be authorized

earnings of all the lines owned or op-
erated by it. and that inroads the cor-
poration shall pay more-than six'per
cent. dividends upon its capital stock
; and premiums. it shall pay to the state
.treaaurer for distribution among the
