April 1. and October I of each year.
The dealers and manufacturers are al~
lowed by the law 30 days in which
to make the reports. There are, how.
ever, always a number who, either
unintentionally or wilfully, neglect to
make the census reports until they
are repeatedly rc111inded of the re-
quirements of the low, and in some
cases it has been necessary to threst’
on to enforce the penal provision.
Under those conditions, it has always
hen dlmcult to obtain the reports
for all of the establishments carrying
tobacco.
For the report of April 1 the row
was was not closed until May 33.
