"Of the foregoing about the
following were, rescued by steam-
ship Cnrpathia:
“First class, 210; second class.
125; third class, 200; officers, 4;
seamen, 39; stewards. 96; fire-
menp71‘. Total 210 of the crew.
The total about 745 saved was
about I89 per cent. of the maxi-
mum ehpacity of the liieboats.
Life Saving Appliances Inade-
quote,
“We feel it our duty to call the
attention of tl1e.public to what we
considerthe inadequate supply of
life saving. appliances provided
for on modern passenger steam—
ships and recommend that imme-
diate stepsbe taken to compel
passenger Steamefl to carry suf-
ficient boats to accommodate the
maximum number of people car-
ried on board.
Seamen Locked Training.
"The. following facts were ob-
served and should be considered
in this connection: The insuffici-
ency of lifeboats. rafts. etc.; lack
of trained seamen to man same
(stokcrs, stewards, etc.,- are not
efficient boat handlers); not
enough officers to carryout emer-
gency orders on the bridge and
supplement the launching and
c'ont10l of lifeboats; absence of
scarchlights.
Boats Were Crowded.
“ the Board of Trade rules al-
low for entirely too many people
in each boat to permit the same

feet above water and consequent~
ly the passengers were required

thus endangering the operation

Schabcrt. of Derby. Conn. She
said that she had a stateroom on
the port ’side and had sailed with
her brother Phillip. Mrs. Scha-
bcr t said that her brother was
saved because she refused to
