a systematic investigation concerning
the conduct of numerous places that,
are conducted under the name of so
cial lube where liquor is sold. Some
of the, clubs have (lemmas for mem-
bership and others have Italians. The
internal revenue department seems to
have reason to believe that all these
clubs are not, bonu this social clubs and
home within the law compelling them
to take our revenue licenses. These
cost :25 a year. Deputy Collector
Brown has a list of several of these
clubs which are up for investigation
before the collector who will determ-
ine whether they shall or shall not
pay a tax. in suchcases where it has
been found that social clubs tie-called
are not. in fact. clubs but private en-
terprises operating, without licenses

riding it to this place.
