general's office has issued as ingeno
eral order, the decision of the Secre-
tary of War, which requires that at
least one officer and thirty-five men
tnust be present at ever drill, and dur-
ing the entire drill, of a company.

regimental armorles, or for target
practice shall be not less than 24
times a year, and it is not within the
province of the governors to set a'side
this requirement, his authority to err-

days is required. The minimum or-
ganization of a company should in-
clude one artificer, who will receive

MORSE ON WAY To NEW YORK.
WASHINGTON, Feb. 8.-Charles W.
Morse, with his wife, his sister Jen-
nie, and Dr. A. L. Fowler, of Atla’n:
to, passed through here this torenoon
on his way to New York.
The former banker was dressed and ‘
sitting up In his‘ drawing-room and
had taken breakfast brought in from
the dining car. Morse declined to see
any interviewers, as did Mrs. Morse,
but Dr. Fowler did the talking for the
p rty. .
“Mr. Morse has nothing to say be-
cause he wants to get ottt of the lime-
light as quickly as possible," said
Dr. Fowler. “1 do not know where he
will go when he reaches New York,
but within ten days he will sail for
Germany to take the care at Bad
Nauheim. He seems to be in fair con-
dition and good spirits."
The Morse party attracted little at-
tention out he train, and none but Dr.
Fowler had left the drawing room on
the ride fromAtlanta. ’ .

Reads Speech From the Throne
With the Usual Ceremony
HE‘RIJIN, Feb. ’I.——Emperor William
In person opened at noon today the
'l‘hirticth iteichstag, which has assent-
bled since the foundation of" the Corn
man Empire. As is customary, instead
of going to the imperial Parliament,
the emperor called the members to
the palace, where he made his‘speech
from the throne in his historic white
hall. The deputies present were for
the most part in uniform or court
dress, but no representative of the
Social Democratic Party, comprising
over one-fourth of the membership of
the house, put iii an appearance.
Led by the oldest member of the
lieichstag, the Radical Albert Tracin—
or, all the deputies joined heartily In
the cuswmary three cheers as the em-
peror entered. lie, was attended by-
several of the royal princesses and
surrounded by all the pomp and cor—
emonlal of a medieval pageant. lie
was preceded by heralds and gray
haired generals hearing the crown and
sceptre, the sword of state, the im-
perial banner and other emblems of
empire.
The emperor walked straight to the
throne, mounted the dais and placing
his helmet on his head read his
speech, which he took from the hands
of Or. you iletmann—Hollweg, the lm.
perial Chancellor.
The main note of the speech was
the demand for additions to the mil-
itary anti naval forces which are con-
sidered necessary in the present in-
lrnational situation.
After greeting the members of the
imperial Parliament in the name 01'
the governments of the confederated
states of the empire, Emperor William
nillrtned his desire to augment the
welfare of all classes of the people of
Germany and maintain the strength
and prestige of the nation. lie up
pealed to the new Parliament for its
loyal cooperation in this work and
then expressed the hope that by a
strict adherence to the. financial policy
new in force the imperial finances
would soon be placed on a thoroughly
sound basis. .
The emperor then referred to tllei
new commercial treaties about to be.
entered into between Germany and;
other countries, and announced that:
the imperial government in uegotintig;
the would adhere to the old basis oil
Its turlff policy under which trade in-i
dustry and agriculture had prospered,
so well. '1
Then came the part of the empor-I
or's speech for which the members of‘
the Itcichstag were eagerly wailing,i
that part, in which he referred lo the‘
international situation and to the ex-
pected Increase In the army and the.
navy. There was partial disappoint-
ment, however, as the. emperor mere-l
ly announced that measures in a gett-
erul way and did not give any details.

“For the success of our work of
peace at home and over seas the em-
pire must remain powerful enough to
defend at all times its national hon-
or and Its possessions as well as its
just interests in the world. It Is there
fore tny_constant duty and care to
maintain anti strengthen both on land
and on son the defensive power of
the German people which doesnot
luck young men capable of bearing
arms. Measures with this end in view
are In preparation and will be submit-
ted to you together with proposals
for covering the additional cost. In
helping this important work, gentle-
men. you will be greatly serving the
Fatherland.
“In concluding our agreement with
France We have given new proof of
our readiness to settle international
difficulties amicably whenever such a
course is consonant with the dignity
and the interests of Germany.
“Side by side with the maintenance
of our alliance with Austria-Hungary
and italy my policy has been steadily
directed toward the cultivation of
friendly relations with all the powers
on the basis of mutual respect and
good will."

tinued cold weather a gain of about
$175,000 in gross earnings, as compar-
