when Connecticut's townsare troubled
over the collection of the personal tax,
a defense of the measure was secured
from Judge Walter Holcomb. of this
place, sponsor of the original personal
tax statute.
The law furnishes its own defense.
It provides for a per capita tax of $2
on all male persons between the ages
of 21 and 60 years. There is nothing
novel In Connecticut about a per cap-
ita tax. The old poll tax. a per capl-
ta tax, was In force 115 years. The
commutation 181,130! caplta, was in

for every military enrollment, whether
actually'collet‘ted or not. The result
was that selectmen tried to cut down
the enrollment. It resulted in great
inequalities In the burden borne by

The law provides that all who are
Indigent or poor or unable to pay are
exempt: their taxes are abated. Also,
the following are. among those ex-
empt: Active members of litre engine.

and any officer, musician or private
of any active, militia company. The
same obligation on the part of the
Individual to prove that he is en-
titled to the exemption exists now
that has existed for the last fifty
years.

of every government. Without taxa-
