' New City Ordinance
' The following ordinance was sub-
mitted, passed and adopted by the
Board of Councilmen of the City of
South Norwaik.“ at a meeting held in
the Council chambers on Washington
street, on Monday. November 13. 1911:
Relative to the Police Force.
lie it Enacted by the Council of the
City of South Norwalk:
Section l. Section 1 of an ordinance
' entitled "Relative to the Establishment
of a Police Force." adopted by the
Board of Councilmen of the 'City of
South Norwalk, March 4. 1889, is here-
by amended to read as follows:
" There shall be a police force in said
city, to consist of a Chief of Police,
JCaptain of Police. Sergeant of Police,
and such a number of regular and
supernumerary policemen as the Coun-
cil may, from time to time, designate
' .and prescribe. who shall possess, with-
in the limits of said city. the ordinary
powers of Constables of towns in this
state. and shall be appointed by the
(turmoil at any regular meeting there-
"ot‘. and shall hold office during
‘good behavior and until others are
chosen and qualified in their stead;
but any member of said force may be
suspended, removed or expelled, when-
ever in the judgment of said Couhcil
such suspension. removal or expul-
sion shall be for the best interest of
athe city.
Section 2. in‘ the absence of the
'Chiel‘ of Police and the Captain of
Police. or when from any cause they
shall be unable to act. the Sergeant of
Police shall take the place oi’ the Chief
of Police-and perform his duties.
Section 3. The pay of the Sergeant
of Police shall be at the rate of two
dollars and seventy-live cents ($2.75)
per day for each and every day of no-
fool service. ’
Section 4., All ordinances and parts
'of ordinances inconsistent herewith
are hereby repealed.

WASHINGTON. Dec. 11.—~Represen-
tative Hill was asked last night by a
party of Connecticut visitors, when he
thought the report of the tariff board
would be sent in, and what he thought
they would recommend. He said that
it was thought that the president‘s mes
sage transmitting the report would be
received at the capitol on Monday or
Tuesday.
He did‘ no‘t look for the expression
of any opinion by‘ the board, nor any
recommendations. and he was not sure
eitherthat the president would do any-
thing but transmit the report to the
house for its information.
Mr. Hill expressed the belief that it
was a foregone conclusion that the
Ameritmn manufacturer would ‘ be
obliged to accept a tariff law that
would put them on an equal footing
with the foreign manufacturer in the
same line. That the tariff, board.
would in their report give the exact
cost to manufacture any given article
abroad and the cost of manufacture
In this country, and in the different
portions of this country, and the tariff
would be just that difference. ‘
He was not sure whether the aver-
age cost to manufacture would be

That the New Haven railroad is non
actively working out plans for the di-
rect control of its trolley properties in
western Massachusetts. meaning those
under the direction of the Non Eng-
land investment and Securities com-
pany; that the recent merger of out-
side steamboat lines with and in the
Eastern Steamship company, is but a
phrt of a plan to eventually include
these merger lines with the New Eng-
land Navigation company. that the
trade of control of the Ontario and'
Western by the New Haven for control
of the Rutland rallrosdyvnre all com.
blned In a general plan of the New
Haven to put under one direct head all
of Its railroad, steamboat and trolley
lines is the belief of railroad and finan-
cial men. it might be remarked at
the beginning that the majority of the
steamboat lines owned by the New lia-
ven railroad are operated by the New
England Navigation company, of
which the New Haven owns practical.

Some of the trolleys in Western Mal-
sachusetts owned by the New Haven
road have been operated under the
name of the New England investment
and Securities company because of a
decision of the supreme court of Mao
sachusetts that the New Haven could
not legally own these lines. This de
cision was followed by the formation
of the New England investment and
Securities company, of which i.. 8.
Stonrs, now vice-president of the Con-
necticut company, was president. Mr.
Storrs was succeeded as president In
J. 'l‘. Harmer. who some six orseven
years ago was brought here from the
outside. ran through the yellow build-l
inn and because he dressed in black
and his name cmtld not. be learned.
was known as the mysterimm man in
gillaek. llarlncr was a system doctor.

working resulted in the loss of jobs
by several clerks in the yellow build-t

Mayor zl‘itvgerald. acrording to a
press despatch from Washington, the
other day, obtained the promise of
President Tait that he will look into
the consolidation or merger of scale
of the steamboat lines running out of
Boston. and the Eastern Steamship
company. That may be all true. but.,
of course. the president was notl
quoted on the matter and Mayor!
Fitzgerald dislikes the idea of am
thing going out of Boston. even the
headquarters of a steamboat company.
But that the steamboat lines touch-
ing Boston, Portland, etc. will event-
ualy become a part of the New Eng-
land Navigation compaay which for
the past. few years has been the hold-
ing concern for the New Haven's ma-
rine properties is generally believed
in financial circles here.
Coming to the steam road deals
developed in the past few days. there
are those who recall when the New
Haven bought the controlling inter-
est in the Ontario and Western about
seven years ago. shortly after Mr.
Mellen took the presidency. succeed-
ing Mr. Hall. That was the beginning
of the New Haven road's expansion
in a steam railroad sense. it gave
the New Haven an entrance to the
. hard coal fields. Thus purchase was
baled as a big thing for the New
Haven company.
But even at that time some folks
thought the New Haven was Just
working another of those strategic
moves for which the'present head of
the company is quite noted and re-
cent developments indlcate that this
was about right. The Ontario has
been paying 2 per cent. on its com-
mon stock lately. but has never been a
big paying road. .
The Central wanted the Ontario. it
was worth more to the Central than
the New Haven. Several times in the
last five years the report has gone
out that the Central was after it. The
latest of these was when the Nr
Haven clinched an agreement with the
Central people, giving the New Ha-
ven some advantageous rights over
the tracks of the Boston and Albany. ,,
The‘vNew Haven want'right through
New England in the way of taking up
steam, electric and water lines and
now as some folks view the matter
the New Haven, is again attempting
