post office from Postmaster General
Frank H. Hitchcock announce a
change in the prices of stamped en~
velopea and newspaper wrappers, to
go into effect January 1, 1912. A
feature of the new arrangement is
the doing away with the printing, free
of cost, of the return requests, which
is the present arrangement, but the
prices of the envelopes are reduced so
that, as a rule, the cost of envelopes
plus the printing will be a little less
than is now charged for the envelopes,
including the printing. As an example
may be taken the No. 13 envelope
one of the popular sizes, three and
three-quarters inches by six, and
tl1roe~quartcrs At present these on-
velopes, when bearing a 2-ccnt stamp
and of best quality, are sold to the
public (including of course the print-
ing, which is thrown in), for $21.44
for 1,000. Under the new arrangement
the price, without printing, will be
1821.118, 11 reduction of 311 cents, and
with printluu, 821.36, which means an
allowance of 28 cents for printing. 1,-
