for engrossing hills. This require-

The constitution provides that 0%

houses of the General Assembly. shall

be presented. Hence the legislature
has full power to provide ways 4nd
means for presenting bills to the gov
ernor. and“ it has exercised this pow-
er in passing Sections 36 and 40 of
the general statutes’. The apparent
reason for Section 40 is to have all
bills presented to the governor while
the legislature is in actual session,
and prior to its final adjournment.
These statutory provisions are direc-
tory; therefore. a bill becomes law
