Will Not Be Carried From
New Haven to Hartford
A far reaching campaign of retrench-
ment and reform, will be started by
ex-Chlef Justice Simon! R. Baldwin
when he takes office as governor of
r'(!onnecticnt in January. This cam-
paign will not he received with favor
by some but others think that the
time is ripe for some such action and
that the legislature will not dare block
the plans of Judge Baldwin
This reform will commence at home.
for Judge Baldwin intends to pay his
railroad fare each day to Hartford.
This is not necessary for a governor to
do. as the state is always wl log. The
executive secretary. Edwin Thomas
will also pay is car fare, and in this
way money {ll be aav.ed A condition
proceeds-ht to entering upon other of-
fices. if the holder lives in some part
of the auto away from Hartford. will.
it is believed. be that the ollloe holder
will pay his own way to and from the
capital.
The campaign of retrenchment will
mean among other things that the
stair will not be called out as much as
in former years -for the expenses of
the staff have at times been consider-
able. The military organisations. such
as the Foot Guard may have smaller
expenses in the coming two years. it
is not expected that the new governor
will interfere with the regular state
militia. for he realises the importance
of training for the defenders of the
hresldes.
The governor-elect went to Hartford
on day last week and looked ever the
situation. but made no comment. it is
understood on first rate authority.
however that he saw several places
where there could be savings and that
he will take advantage of these things
as soon as he enters upon his office or
makes appointments.
it was learned yesterday that the
important appointments beyond which
have already been made wool not be
announced until the legislat e has
been in session for some time.
Judge Baldwin left today for the
peace conference in Washington and
will be there until Saturday and pen
