design, failed to appoint a political

obliged to tile statements. That duty
under the law. is reserved for candl-
dates who took the law seriously and
appointed political agents, or for can
dldsles who desired to make certain
prescribed expenditures which are
' legal only when made through a pn-
litlcal agent. in other words. a can-
didate for cities is at. once placed in
a position under the new law where
he can an'ord to run every risk in or
pending money. and in nine hundred
and ninety times out of a thousand es-
cape primecuiinn. The loopholes In the
