The South Norwalk committee which
has suggested arbitration for the hat
strike. sent out another letter, today.
to the mayors of the various cities af-
fected by the strike, requesting thenii
to appoint committees to meet and see
if something cannot be done.

Danbury Aesoalatlou Makes Statement
of Position and Plane.
(Danbury News, Thursday.)
Today's most interesting develop-
ment in the batting situation is a slate-
inent issued to the public this after-
noon by the Fur Hat Manufacturers'
association. of Danbii'ry and Bathel, in'
which the association makes a state-
ment of its position in relation to the
tic-up, and in regard to its plans. The!
statement follows: ‘ '
To the Citizens of Danbury:
The Hat Manufacturers have been
asked many times why they did not
make their position clearer to the gen-
eral public. Our answer has been that
it would only invite ~argument and
would be conducive of no good to any
one interested. Forthe benefit of all
interested and especially for our em-
ployees we wish to make the following
statement: ,
First. we have’had no quarrel with
our employees. neither do we hear
them any ill will. They were ordered
out on strike and have llowed the
edicts of their union 0 clals which
under ordinary circumstances the
public would justify them in doing. in
this case it was a serious mistake as
the four national omcers of the United
Hatters had deprived the Guyer Hut
company, a member of the Associat-
ed Hat Manufacturers, from the use
of the union label contrary to agree-
ments. which have been published and
with which you all are familiar.
Our Manufacturers' Executive com-
mittee labored with these four officers
fully three weeks endeavoring 0 have
them replace the label in this actory
and arbitrate the dispute. This they
p'osltively refused to do. Therefore, it
became necessary for us to either
abandon our follow manufacturer to.
their mercies. or place ourselves in the
same position. and the officers of the
union were notified thatunless they re-
placed the label in the Guyer factory
on the 14th day of January 'the manu-
facturers would discontinue the use
of the label in all other factories.
Had the journeyman a voice in this
matter and insisted that their officers
should arbitrate this case or had the
officers used good judgment and al-
lowed the matter to go to arbitration
this disastrous strike which has lasted
my attended, and provide an

The manufact rers Voted to discon-
tinue the use of the union label to
place ourselves on the saute footing
as the Guyer Hat company whom we
were in duty bound to protect. but the
union national officers instead of
agreeing to arbitrate the case. immed-
iately ordered their members out on
strike. Tim was a serious mistake
for the reason that every manufactur-
er who was a member of our associa-
tion and employed union labor in Phil-
adelphia is now operating an open
shop and will never again Use the un-
ion label. This can also‘he said of
Newark. Orange and klyn. also
the Crofut A: Khan company. in South
Norwalk. Three-quarters of the larg-
est and best factories previously em-
ploying union labor have declared for
and are now operating the open shop,
which never would have occurred had
the unlo Officers replaced the label in
the On ,rifactory and arbitrated ac-
cording to agreements.
In Dunbar-y the position is simply
this: The natural sympathies of the
citizens are with the journeyman.
Members of our own- families are mem
bers of the union. were working in
these factories and because of the or-
der of the national officers, are now on
strike. The damage is not. yet evident '
in all its seriousness. this town will not
recover from its launch in many years
under the most favorable circumstan-
ces. Some of our merchants h'five al-
ready gone into bankruptcy. showing
the distreas‘caused by this trouble.
The worst is yet to come. for the rea-
son that in Danbury with the natural
inclination of both its manufacturers
and journeyman to run union factor-
ies, we are now placed in the position
that nearly all the factories in the
United States outside of Dsnbury and
Bethel are non-union, with advantages
that' the union has not permitted as
to the use of labor. machinery, etc. It
is very evident to those who will look
into‘thls matter that Danbury is be-
tween the two iiiiil stones. The union
on one side and the manufacturers
running open shops on the other, which
with increased facilities and free con-
ditions will enable the non-union man-
ufacturers to turn out better goods for
less money than ilie'union manufac-
turer could possibly hope to do.
it is time that the citizens of pan:
bury should realize these facts, most
of which are known. The hat manu-
facturers have remained passive in
this struggle hoping that good judg-
ment of their former employees would
prevail long before this. but as it
seems now nothing butrdisaster stares
Dnnbury in the face unless prompt ac
tion is taken by its citisens to try
and hold the businesulhei'o.
The Manufacturers’ association 'of
Dunbury has voted to guarantee lin-
munity from fine to any member of the
journeymen's association‘ who 'may
make application and'are bmployed by
any of the manufacturers of this as
soclation. To find~out the true ssnti

have heard “that there are so many
who are anxious to go to work, if we
would guarantee Notection. we have
made this statement. and if they will
either send their applications or apply
