tion in the duty on newsprint paper
from $6.11 god to 82‘s ton; the placing
of ground wood on the free list, and
the establishment of a. duty of one
twelfth cent. per pound‘ on mechanical

The report states that it presents the
unanimous report of the entire com
mlttee.
“There are three processes generally
used in this country for the production
of pulp or fibre from wood," says the
report. “These are the ground wood
process, sulphlte process and the soda
process. The cheaper grades of paper
are usually produced by mechanically
mixing ground wood pulp with other
kinds of pulp in different degrees of
percentage. The ordinarily news print
paper is generally produced by the
use of about 80 per cent of ground
wood and about 20 per cent. of 11111
phite ilbro. Whether other kind at
wood besides spruce can be profitably
used for the production 111' cheap print
peer is a matter concerning which
there is some difference of opinion."
The committee’s report states that it
would seem that the production or
news print paper or the; other very
cheap grades of paper are today depen
dent upon the. continuation of olienp
ground wood produced from spruce
trees, and that that condition is likely
to prevail in the future. The amount
ol,’ spruce consumed in the United
States in 1907 III cording to the 1"epori
was about 1200. 000 cords Ior ground
wood, about 1,420,000 cords for sulphiie
fibre and about 3,450,000 cords for llllli~

variously estimated. but is roughly
