Manufacturers report business very
satisfactory in the sale of stiff hats in
the prevailing conservative styles in-
troduced at the opening of the season,
and which have remained in favor with
buyers from pll sections-of the coun‘
try; the latest agency hats are in bar-
mony with other and earlier shapes,
and as there seems to be no desire for
a. change in styles, no one need expect
or fear the introduction of any shape
showing a wide departure from pres-
ent productions. in soft hats the de-
mand has also been good, and is ‘thma
oughly gratifying at this time; orders
were placed fairly early for delivery in
advance of the passing of straw huts,
and in consequence of being prepared
to meet the demand on September 1.

soft hats since that date. A number of
retailers in various “parts of the coun»
try, show increased confidence in
brown stiff hats for the fall season.

Suspicion arose several months ago
that the Hartford companyahad been
using inferior paper for some time,
and a very eatensive examination was
required in order to determine just
how long the specifications had been
disregarded. During the investigation
a new contract was entered into for
the supplying of stamped envelopes
and newspaper Wrappers with the“ mar-
cantile corporation: of Dayton. Ohio.
beginning July 1. As the Hartford
company had carried on successive
contracts for nearly thirty years, natu-
rallytherc was no other, plant in ex-
istence to do this particular class of
work, but. the guarantees furnished by
the new company showiusits financial
standing and ability to obtain-a plant,
paper, machinery and labor satisfied
the postmaster general after several
weeks' personal inquiry in Washington
and elsewhere.
The product must average 'nenrly
4.000.000, envelopes every :working day
in the year. Of these 30 per cent. are
plain stamped envelopes, the remain-
ing 70 per cents'beurlng the return
cards; names ll. fireflies 'of the
standard. The f o 'éé‘rns mention-
ed were the only competitors for the
new contract. the bid of the Hartford
company being $5,837,635, figured on
the basis of the estimated quantities
required during the four years of the
contract form, while that of the Mer-
cantile Corporation was $162,267 less.
, Under the specifications of the pros-
ent contract authorized January 15,
1907, and March 2. 1907. lho formula
as to the qualify o the paper was
changed to a sllgh y lowar grade, as
small proportion of the sulphilc being
used, with the rag which‘docs not of-
fect the weight or strength. Under
the specifications of the former con
tract the Hartford Manufacturing com-
pany was called upon to supply all rag
paper. During the last few months of
its contract the Hartford Manufactur-
ing company furnished envelopes up to
the contract requirements.
