HARTFORD, May 16. A penalty of
fifteen yearsfor burglary or for having
came before the senate for passage t0-
dsy, but which was recommitted to the
judiciary committee. Senator McGo-
vern pointed out that the bill was dras-
tic and as Its provisions included one
that a person was liable to Imprison-
ment who has keys in his possession
which do not belong to him and could
be taken as evidence of intent to com-
mit burglary he thought the bill should
be rcdrafted. It went back to the com-
mittee.
An unfavorable report was made
on the bill concerning taxation of gas
and water companies which sought to
tax corporations property In the town
in which it is physically located; also
unfavorably on the bill to charge the
taxation of mutual life insurance com-
panies by providing a graduate is "In.
The bill extending the time of organiz-
ing the Federal Trust Company, which
had been passed was reconsidered and
then passed after It had been amend-
ed so that its on ital stock will be
$100,000 Instead 0 $200,000.
The committee on cities and
borough reported favorably, on the bill
to amend the charter of the city of
New Haven relating to the duties of
the assistant corporation counsel and
other officers. A bill was also report-
ed defInlng the rights of legatoes In
the Knights of Columbus Order. The
act extending the time for organizing
the Union Trust Company wasc pas-
sed.

DISARMAME'NT OF FRENCH COLO-

PARIS, May 16.—A curious propo-
sition sugesting the complyett disarma-
ment of the colonies belonging ti all
the powers, except for Interior police
purposes, was introduced by M. Rodler
governor-general of Cochin-China, at
a meeting today of the Arbitration
Committee of Parliament. It declares
that the arguments against general
disarmaments do not apply In any way
to the colonies, which should be plac-
ed under the protection or all civilized
nations. The fortification of the coal-
Ing stations and naval basis of marl-

a portion of their home defenses would
be permitted.

BOSTON, May 16. —Presldent Char-
les 8. Mellon. of the New York, New
Haven and Hartford Railroad, issued
the following statement today:
“Mr. Mellon in an Interview stated:
“He was excessively annoyed by the
numerous newspaper statements di-
rectly and Indirectly purporting to
come from him and takes this occasion
to say:
"He has ven no statement regard-
lng the rel of his company. to the
Boston and Maine to any one, nor has
he discussed Mr. Tuttle's connection
with the rumored combination.
“Neither has he made any plans In
view of the proposed rumors.
"He has had no negotiations look-
lng to the control of the Boston and
Worcester.
“He has no negotiation In progress
with Mr. Morse nor any agreement re-
garding rates or services.
“He does not know whether Mr.
Morse Is to start his passenger boats
between New York and Boston or not~
he would be glad of reliable Informa-
tion upon this subject.
“He has not called upon Mr. Tuttle

but because there Is no business that
