Asks Questions of Senator Donnelly
. Regarding Railroad Matters.
HARTFORD, May 7.—-lu the Senate
today a large number of house matters
were disposed of and during the re-
porting oi‘. them there wore soevrai in-
teresting colloquies between Senator
Donovan and Senator Thompson. in *
one instance on an unfavorable report
concerning railroad transfers in
Bridgeport. Senator Donovan asked
Senator Donueily, after the latter had
asked of Senator Thompson if the rail-
road company would keep its word re
gardlng transfers in this city, if he
ever knew the railroad to do anything
for the people. Senator Donovan said
that Senator Donnelly was a young
man. but Was of an investigating mind
and so he should give the information.
Later on two occasions Senator Dono
van made the remark that he had rc-
ccivod no likht on the question which
in: asked Senator Donnelly.
On another railroad matter which
Senator Thompson explained relating
'o the protection from electrified rails
in Hartford Senator Donovan asked
Senator Thompson if it was possible
that the people had been denied a
road commissioners. Senator Donovan
their insisted that the committee on”
railroads had not looked after the in-
terests of the people in refusing to
have a hearing on this important mat
ter. He said that it. was impossible to
get a reply from the senator from the
Fourteenth. _
Mr. Thompson then said that the
reason why he did not answer the sen-
ator from the Twenty-sixthwas be-
cause the latter had said repeatedly
that. he. liked to stir up things in the
railroad committee.

signed to meet the demands for irish
home rule was introduced In the lloirsc
of Commons today by the Chief 890”,“

the chamber.
The bill provides "for the establish-
ment and functions of an administra-
tive council" for lrclund with head-
quartcrs at Dublin. Political curiosity
was kccn to learn the dctulls of the
scheme which is likely to create a pro-
longed controversy. The. main featur-
es of this latest effort to bestow some
measure of home. rule upon Ireland.
and which the promoters are. hopeful
if adopted, will also bring better go-
vcrnment to the county are as fol-
lows: '
At the outset Mr. llirreil explained
that the bill aimed to associate thi1
sentiment of the [rich people with the
administration and the statutes which
directed the conduct of purely irish
affairs. it. contained no trace of new
legislative power. It would not anth-
orize the levying of a single tax or
rate. '
The departments coming under the
control of the. proposed irish council.
would be the local government board
the Department of Agriculture. the.
congested districts board. the commis-
sioners for public works. and nail nil
education. the inspector of the r. or-
umtory and industrial schools and re-
gistrar-gcnerul.
The supreme court judiciature. the
Royal. Irish constahnlary, the Dublin
Metropolitan police, the land commis-
sion and the prisons' board would rc-
inuin under the control of the imperial
authorities.
A representative administrative
council consisting of 82 elected and 22
nominated members would be estab-
lished. The latter would be nominated
for the. first. year by the king and
thereafter by the lord-lieutenant of lre-
land. '
The elected members would be elect-
ed on a local government board fraii
chiso.
The under secretary for the. lord
lieutenant. of ircland would be an ex-
oftlicio member of the council. which
would have complete control of the
powers vested in the departments to
be handed over to its care.
The exercise of the. powers vested in
the departments will be controlled by
resolutions of the council and the
supremacy of the imperial parliament
will be safeguarded by the power gl-
ven to the lord lieutenant of Ireland
to reserve his consent to any resolu-
tion of the council.
A new education department for
primary and secondary education, is
to be established and will be placed
under the control of the Irish Council.
