mellow light so kind to tired eyes. but
does not cast off acid vapors to fade
pretty wall papers. to dull the paint
work. to eat the window laces and
delicate draperies; just the safe. on-
offendlng light that the city sells
cheap. The result of all this is. we
have reached the safe limit of winter
load conditions which set the standard
by which the plani'scapacity must be
gauged and as the demand shows no
sign of abatement, we must increase
our facilities to meet the requirements
that will have to be faced next au-
tumn. For this we are already formuv
lating plans, the nature of which we
hope soon to unfold to your honorable
board and pray for your approval.
Fire Alarm.
The fire alarm system is yet in good
condition, but in our opinion it has
reached the limit of efficient operation
under present methods and the time
is ripe for the adoption of improve-
ments which will render it not only
proportionately more economical to
operate, but broaden the zone of its
usefulness. Therefore, we again rec-
ommend, as we did a year ago, that
we be authorised to replace the pres-
ent gravity battery with a modern
fire alarm storage battery and switch-
board equipment 10 receive electrical
energy direct from the city's generat
ors. Also that a master fire alarm box
he placed in the power station by
means of which fire calls by telephone
or otherwise from any part of the city
may be instantly received and trans-
mitted by the man on duty. This
would expedite fire alarms and also
practically duplicate the service. in
addition we recommend that all cen-
tral fire alarm boxes have the keys
placed in them covered by glass-faced
cases especially provided as outlined
in the report of the chief of the fire
department. It is estimated that these
improvements could be made for a
sum not exceeding 52,000 and we re
quest that such amount be included in
the forthcoming annual city budget
for this purpose. The only addition
to the fire alarm system during the
past year was box 01. at the corner of
Golden Hill street and Elmwood ave-
nue. This box was purchased out of
the appropriation of 5400, which was
only intended for the operation of the
system. and left it overdrawn to the
extent of 98 cents. which was borrow-
ed from the electrical works. It is
probable that two or three additional
boxes will be asked for during the
coming year for which special financial
provision should be made. as an appro-
priation of only 5400 cannot be stretch-
ed to both properly maintain the ser
vice and support ospital account ex-
penditures. _
Operating Staff.
We have commented at length upon
the excellent results produced by the
flue generating equipment cf the elec-
tric works. but the fundamental effic-
ic-ncy of all business enterprises de
pends more upon the personal equa-
tion of intelligent, interested ‘service
than any other factor. Therefore.
should not all of us as citizens after
an interchange of congratulations. turn
to those who constitute the operating
staff of the electric works. who ac-
cording to their duties keep the mach-

13th, 1905, directing us to increase the
capsciey and efficiency of the city's
electric lighting and power plant. at
a cost not to exceed 522, 000.
Complete specifications. plans and
estimates having been prepared in ad-
vance so 'as to avoid delays in case
favorable action should be taken upon
the needed enlargement, and as we
had made a careful and lengthy inves-
tigation into the details of the re-
qiurements which had enabled us to
decide upon the methods and appli-
ances best to adopt we entered into
two contracts on June 17ih as fol-
lows: With the. American Diesel En-
gine Co. of New York City. for a the

combination engine to be operated by
fuel oil with an air-compressor and all
apparatus. etc... to be completely in-
stalled at it cost not to exceed $10,000;
