ed 11 surprise yesterday forenoon when

capitol. in Hartford. and found all of
the capitol employees there and sever-
al of thc stenograpbers and clerks
from the oftlces. lie was enlightened

Bisscil who presented to Mr. Mitchell
In behalf of the employees. a hand-
some silver service. Mr. Bissell as-
sumed the role of prosecutor, and said
that the comptroller was on the rack
for his offenses: later In the address
it became apparent that the alleged of-
fenses were his many klndnosaca to
the einpioyees. His fair and gener-
1ous treatment of all with whom he
came in contact at the capitol was
commented upon. The silver service

and every year has attempted to pass
certain bills through the legislature
