tative Hepburn today introduced a
bill to amend the Panama Canal law,
so as to facilitate the sale of bonds
and appropriating $16,500,000 to be im~
mediately available for canal construc-
tion. The bill provides that the 816:

that. all expenditures from the nppro
"printions shall be reimbursed to the
treasury of the United States out of
the proceeds of the sale of bonds unth-
